Original label on bottom Electrolier Mfg. Co. Canada. Bottom of where the ashtray would sit is marked E891B, It's A Lincoln. The body of the stand is a woman holding the ashtray stand, and the handle is also a woman. John Issenman started Electrolier in Montreal in about 1920, making all sorts of light fixtures. His son, Bernard Issenman, took over some time after 1943, apparently making it the largest light fixture company in Canada. He later sold the company to Sylvania, where he kept employment until his retirement.
