Lot 308
The speech was delivered during a highly tumultuous period in American history defined by "Bleeding Kansas" and the bitter fallout of Douglas's own 1854 Kansas-Nebraska Act. In the summer of 1856, Congress was deadlocked over the Army Appropriation Bill. The Republican-controlled House of Representatives insisted on adding a proviso (a rider) stating that federal troops could not be used to enforce the laws passed by the pro-slavery territorial legislature of Kansas, which anti-slavery settlers viewed as fraudulent. The Democratic-controlled Senate refused to accept this restriction, leading to a temporary shutdown of Army funding. As the champion of popular sovereignty, Douglas used this speech to defend his stance that the settlers of a territory should decide the issue of slavery for themselves without congressional or military overreach. He strongly opposed the House's restrictions on the military, viewing them as an unconstitutional attempt by federal lawmakers to dictate territorial affairs and block the execution of established laws. The original speech was published as a short pamphlet (typically around 4 pages) distributed widely to voters ahead of the critical 1856 presidential election.
