In this speech, printed by Lemuel Towers in Washington, D.C., Douglas solidified his historic break from President James Buchanan and mainstream Southern Democrats over the admission of Kansas to the Union. Douglas vehemently argued that the proslavery Lecompton Constitution did not represent the "act and deed" or the true will of the actual inhabitants of Kansas. He maintained that enforcing a constitution rejected by a clear majority of a territory's citizens directly violated the core tenets of popular sovereigntythe bedrock principle of his 1854 Kansas-Nebraska Act. Crucially, Douglas's opposition to the Lecompton Constitution was framed around democratic process rather than moral opposition to slavery. He famously asserted that if a territory wanted a slave state constitution, they had a right to it, provided it was the genuine will of the people, but he would not tolerate forcing an unwanted framework "down the throats" of citizens through fraudulent voting. The April 29 speech came at a legislative turning point when Congress was debating a compromise measureultimately known as the English Bill. This bill offered Kansas a massive federal land grant if voters approved the Lecompton Constitution, but delayed statehood if they rejected it. Douglas used his platform to speak against forcing this coerced choice onto the territory.
