The author, John Lowell (1769-1840) was a Massachusetts lawyer, agriculturist, philanthropist, and a well known Federalist who wrote many pamphlets in support of his point of view. He was often at odds with the Democratic Party and published many unsigned pieces critical of President James Madison's efforts to build a standing army and navy and the War of 1812.
